Before/After School Programs Licensing Requirements (02.04.10)
DSS has reviewed the licensure requirements for Before/After School Programs.
The requirements for licensing are based on the following program characteristics:
- number of hours that the program operates each week;
- whether the program is operated by a school, a public school district, or a non-school provider;
- whether the program is operated on or off school premises; and
- whether the provider also operates a program during school holidays and/or during the summer months.
Standards Revision Work Group (01.29.10)
A comprehensive revision of the minimum standards for Class A child care facilities is underway. A Standards Revision Work Group representing a variety of child care programs, agencies and parents will work on the project. Monthly meetings began January 14, 2010, and will be held through June. After each meeting, the sections of the regulations discussed in the work group will be posted on this Web site and comments will be solicited from providers and the public throughout the process. Child care providers and interested parties may provide feedback/comment regarding the draft at regcomments@dss.state.la.us.
A final draft of the proposed regulations for Class A facilities is targeted to be available by June 30, 2010. Statewide meetings will be scheduled in July 2010 to gather additional comments from providers regarding the Class A revisions. The formal rulemaking process for Class A regulations is scheduled to begin in August 2010.
Meetings will be held on the following dates from 10:00 - 4:00 and facilitated by licensing consultant, Judy Collins. Meetings are held in Baton Rouge the Department of Social Services, Iberville building located at 627 N. Fourth Street. Dates are:
- February 26, 2010
- March 25, 2010
- April 22, 2010
- May 20, 2010
- June 24, 2010
State Central Registry Disclosure and Risk Evaluation Panel (01.25.10)

Effective January 1, 2010, in keeping with laws enacted recently by the Louisiana Legislature, any owner, operator, current or prospective employee, or volunteer of a child care facility licensed by DSS is prohibited from working in a child care facility if the individual discloses, or as the result of information known or received by DSS, that the individual's name is recorded on the State Central Registry (SCR) as a perpetrator of a justified (valid) finding of abuse or neglect of a child unless there is a finding by the Risk Evaluation Panel (REP) or a ruling by the Division of Administrative Law, that the individual does not pose a risk to children.
The law requires all owners, operators, current or prospective employees, or volunteers of a facility to complete, sign and date the State Central Registry Disclosure Form (SCR1). The current or prospective employee/volunteer shall submit the disclosure form to the owner or operator of the facility. The owner or operator of every child care facility licensed by DSS shall also be required to provide documentation of his or her own completed disclosure form.
